You are obviously not familiar with Blizzard's RNG system. This video was not made to suggest it is the quickest area to obtain Arctic Fur, but rather, one of the more efficient areas to farm Borean Leather.

The more NPC's you skin will yield a better chance at Arctic Fur. Of course, this is outside of dungeons.
