Godwin's law should only applied for people hoping to end or win a discussion with nazism, nazi's or Hitler references. I don't think a discussion suddenly ends if someone brings up a legitimate use or reference to these topics.

When discussing politics and propaganda you are inevitably going to get to the topic of the far right and propaganda which includes nazi propaganda.
