One, there is no EMP weapon. The only way someone can cause an EMP is by detonating a nuclear bomb, and it still would not be guaranteed. Second, there are ways to shield circuits from an EMP which would pretty much make that weapon useless. Last, an EMP blast would kill all technology in the area which is not very tactically efficient.
