Fatboyblitz : u r dead wrong man. There's a lot of money. countries like Sudan and Guinea Equatoriale, are packed with money. They have a lot of natural resources much more than ur own country, Italia has. But corruption, my friend, is the only reason, why their leaders don't invest a single cent in even basic infrastructure and such. By the way, I think south Italia looks pretty shitty compare to the North and u don't have to guess why.
