Well, unfortunately in some places in Asia, speaking English is the only way of getting good service regardless of the local tongues. It's so sad but true.

Many people don't use English as mother language. So insisting on this 2nd language adds 1 more way of thinking (as a contrary to what she said). In fact, most people would not forget about their mother language. Quite opposite, many kids who immigrated to US are forced to learn Chinese by parents. English is not supposed to be a barrier, agreed. But its for communication e.g. TOEFL is a test for students who want to study aboard where English is used for communication.

演說者強調 "don't use english as a barrier" and "mind your language",
如此才能把特有的知識或文化繼續傳承(your language)與發揚(no english barrier).
learning the "global language" is important because we need one.
"global language" now is english, but might be other language in the future.
so my point is to mind your language. don't forget who you are.
