It's called froth floatation process alot of mines use it to separate minerals out of the ore...the lead sulfide only floats if it is of a sufficiently small size particle. You don't see particles the size of lead sinkers floating...

what happens to the chemicals that are not saved. Do they discharge them into the mississippi river so others can drink them down river?

go read up... lead sulfide isn't readily absorbed into the blood stream... its highly insoluble...
