Yes, I too think that such a bank can only work out well with a disciplined local government, or they will fail too. probably have to make some regulating laws if you get such a bank.
anyway such a solution is of course only temporary, until we hopefully get a REAL monetary reform some day which benefits the people, not the elite.

Awesome report Bill. Keep up the good work, although you are making WAY too much sense. Our government could learn a lesson here, but as you know, our government rarely does anything that actually makes sense.
P.S. My wife says you are a handsome man who would look even more handsome if you got a new haircut...
