Burger Time first released for the DECO Cassette System (arcade). DECO systems were notorious for destroying games over time due to the tape format. A lot of arcades who ran the DECO system picked up Burger Time, which like all DECO games, wore out. Once Data East scrapped the DECO system, they saw Burger Time was still popular and made a system board for the game. However, since the game was aging at this point, and arcades didn't want to buy the game again, it fell through the cracks.
i think it was basically that Data East didn't have as good a distribution of their arcade machines as some of the other foreign based companies that didn't have the right connections (namco/midway/atari) or a good enough domestic branch (nintendo)...sort of this quasi under the radar arcade biz is what INTV peeps claimed that they were able to get in good with DE for arcade licenses and how they managed to get a sleeper hit on their hand out from under atari's nose.

neither can I - man, you are incredible!!! Burger Time came out when I was 14 and I never saw anyone master it as well as you have!
