Well. Madison did say what mr Will suggests he said. Which was his whole point, really.
It doesn't matter that Madison said it in the context of wanting larger government. It is still a statement that is instrumental in showing the Madison-era idea of the meaning of the constitution.
So, Madison expressed his opinion on what the constitution actually provides, irrespective of his approval of this provision.
