Where can I go to report someone who is praying on a mentally handicapped person? She's on drugs and is living out of a suitcase with two minor children.

This has actually happened to me. Believe it or not but I have a stalker who started on YouTube and is now contacting the university I graduated from, tracking down my address and all information he can about me. I've even had to go to the police over it. So all I can say is beware what information you put online, even what you write on YouTube, because there are some really creepy weirdos online who actually have nothing better to do with their lives.
