You forget ,whilst a zat is purely electrical energy, a staff weapon also has kinetic energy, meaning there will be an impact force as well, pushing on the man's body, it can't dissipate that ;)

Aw man that would suck... it should always be 1 hit from a zat = unconscious, 2 hits dead. It shouldn't just drain health.
