In my opinion the reliability problem with the M16/M4 is caused by poor ammo quality manufactured by the lowest bidder, coupled with the direct impingement system. I think the solution is to update all existing rifles with short stroke gas systems, and manufacture new ammo with cleaner faster burning power to compensate for the shorter barrel of the M4. If it wasn't for the Hague Convention I'd say to use Ballistic Tips.
@Treblaine I'd have to agree with you on the durability of the M16 and AK47 ...the AK was originally designed to withstand the harsh Russian weather (e.g mud, snow, water, etc) ..if u've seen anything on the Spetsnaz, one of their main exercise is doing pushups balancing on the magazine alone, im not sure if an M16 could handle that weight and beating..and the internal system of an AK47 calls for it to still function and fire when clogged with mud, dirt, etc.

No, not 15rpm CYCLIC rate, 15rpm SUSTAINED fire-rate.
By that it means fire more than 15 shots through the weapon in a minute (either in 15 round burst then wait 58 seconds or shot every 4 seconds) then the reliability of the weapon is compromised. This is an inevitable part of the direct-impingement gas-system, every shot blasts hot gas into the receiver heating everything up, evaporating oil and depositing soot.
@Choncho203 You talk of owning AK and AR15, I presume semi-auto only civi versions? Well AR15 is very good as single-shot rifle in a clean peacetime environment. Especially a relatively new AR, handled with care and is shot only moderately often considering the personal burden of high ammo prices.
But a military assault rifle is designed for full auto, firing thousands of rounds per deployment and expected to be in service over a decade or more. AK47 can take that abuse easily, M16 suffers.
