If Russian nuclear, or other ship passes "near" Japan, nobody will say shit as long as it does not touch the buffer zone limit. Same Chinese or others can do. It's same way with fishing/whaling. Try to fish/whale near Kamchatka Island, Russians will complain. How about middle of the ocean? It's ok, but that belongs to all of us.
