Does he really own the land true, clear and outright as Allodium (Allodial Title)?
Or is it only as Real Estate. If it is only Real Estate I can follow why they can order the tenant to clean up the land.

A 'person' is a legal-fiction or legal-entity. Both a Natural Person and an Artificial Person is a type of 'person'.
By definition, a man (incl. woman) is NOT a 'person', but HAS a 'person' in law.
If you have Allodial Title to your land - Claim of Right - only then do you have completed unalienable and unencumbered use to it.
