What the annotation in the video fails to note is the PD has changed its story. Originally they reported that the incident happened at the intersection of Daley and Rt 18. They later revised their story. Convenient.

Google "San Bernardino County Sheriff corruption" and you will get a pretty clear picture of the department's character. They are not Harvard graduates by a long shot. The good cops in the department are far outnumbered and afraid to speak up for fear of retaliation from within the ranks.

There should NOT be a sustained "struggle" on the ground. People die very quickly in this position, especially if they have fat in the abdomen which further interferes with breathing.

The police should be charged with negligent homicide or manslaughter. A regular person would be charged similarly. The police have a higher degree of responsibility due to their legal ability to restrict citizens' freedom using arrest, restraint and confinement & the expectation that they will be competently done.

I read the criminal report with some autopsy findings on Mr. Allen Kephart. This is probably a restraint death due to an obese individual being held in the prone position for too long, +/- Taser effects.

I knew Allen in jr high and high school and I know that mountain well. Those turnouts can come up quick on you and can't always turn in them safely. Plus the fact that if you may not have noticed the lights right away and you may have passed the turnout before you saw them come on.
