Sega had a special touch in those days :-)
So sad in comparison to today.

I've never seen ANYONE get into 1st place on the very first lap of this course w/out turbo (without if you're asking what w/out means) until now, and that looked perfect, great work.

I can usually get first every-time on easy beating all other 39 cars, did you know you can race backwards :)
-
the way i see it you just took everything apart and slowly rebuilding it back together.
-
How did you made a boost start in the beginning of the race?
-
What's PCB's?
-
released in 1994, 1993 in japan even
a technological achievement
-
It's not too sloppy, and you were spectaclular, man!

Same thing here, even some Daytona USA experts have not made it first through the finish line on the very first lap. If only I was as good as him....

I think you should read the readme ;) this is all explained in there.
Create a file called m2network.ini and put this inside:
[Network]
RxPort=1978
NextIP=127.0.0.1
NextPort=1978
Or if you don't feel like doing that, press f2 to go to the service menu and set the game mode to SINGLE, not MASTER or SLAVE.
