This was/is a common problem on SRT-4 Neons when an aftermarket wastegate actuator is installed on the tiny stock turbo It would flutter at part throttle due to the air/fuel ratios being too lean. A fix was to install a simple device that makes the computer think you are at full throttle as soon as you get into boost. This is accomplished with an adjustable pressure switch, relay, and a zener diode.
