Every cat I've ever know, no matter the breed, does this when it gets a bead on something that's intriguingly twitchy, like a bird or a mouse. It's the sweetest sound! It comes with full-on attention and wide open eyes.

The twitchy tail, foreward ears, and silent chattering mean only one thing: "Omigosh! Omigosh! It's something! I dunno know what, but it's good! Okay...okay...stay calm! You! In the corner! Stay still or I'll bust ya! It's moving! I think...I ...almost.... GOT IT!"

Those click-like sounds are hunting signals--the cat is saying: "Shhhh! I can see it! I'm gonna get it." (usually a bird). It's something they do by instinct when they see potential prey and they intend to catch it.

Yes, and also it is said that it's a some kind of sign of "frustration" for not being able to reach the prey.
