My friend used to work for a tire company, and quit when she realized that hundreds of tires that shouldn't have passed safety inspections, were passing, and being sold as new. These tires were dangerous!

Couple of thoughts - retreads are often used as cheap replacements to new, and will fail in the same way. There's no way to know if that's what was shown on the highway shoulder or not. Also, a disproportionate number of the vehicles in the fatal crash warehouse were SUV's or others with a high center of gravity. Should be a warning to people driving them that they are hard to control in case of ANY kind of tire failure.
