An American Standard Cadet and a VERY old handdryer

This was found in a Popeye's restaurant. This Popeye's had a very old original sign and I thought I might find an old toilet. The Cadet is a replacement from the original plumbing, however this hand dryer is original. It stopped working a long time ago, but was left up with an addition of paper towels to the bathroom. Anyone know when this hand dryer would have been made?

I saw a hand dryer like this last year. It made a noise but didn't blow air. I just found 2 more and the both work. They start out weak then suddenly get more powerful.
