its about Fallout wanderer in first Fallout. The last part says everything:

@Aliceinchainhead hahah in toronto cornell said he wrote the song after dropping acid and wandering into an indian reservation. the indians were blowing off fire works and he thought the world was ending.

I just saw Soundgarden on July 2nd... Cornell even said this song was about tripping balls on acid on an Indian Reserve, and has nothing to do with being an American Patriot at all...

If it wasn't for my dad, I would of never known such good music from a young age. I'm really ashamed of my generation, the so called "rock" bands just does not know how to write decent lyrics. Sigh. Whatever. I felt like to rant a little. I love Soundgarden.
