Narco-Subs Part 3: Parts And Labor

Narco-subs are manufactured deep in the Colombian jungle, close to a town called Buenaventura. Over the last couple years, the homicide rate has doubled in Buenaventura, making it 24 times the rate of New York City. The town has a huge rep for drug trafficking and various militant groups, including The Revolutionary Armed Forces of Colombia (FARC), who taxes the cartels for setting up shop inside their jungle territories.

As long as there is such an incredibly huge amount of money to be made you can fight drugs as hard as you want with everything you want, you wont stop or change anything relevant.
