I got news, that rope won't come close to doing it. I have a customer that has one stuck and we lubed it all up and he hooked a chain up to it and yanked hard and it wouldn't budge. He thinks they welded it in, but I know it's not, it's rusted and needs someone with more balls than brains to get it out, or a Russian.

try alittle PB blaster, let soak overnight (about 1/2 can should do) put tention to it & tap with a hammer or sledge that should do the trick

I had the same problem on an old pickup truck. I ended up using a torch with a rosebud tip to heat up the receiver tube and hitting the hitch with a sledge hammer .. working it in and out until it came out. Everything was fine after I cleaned up the receiver with a wire brush and repainted everything.
