some off the writers currently on the show where from the 1987-1993 so I doubt that they currently want to bring Tony or Andre back so soon since they also didn't use the character back then and ousted him quickly when they took over

I hope André comes back. My favorite in "Days of our Lives" is Stefano, but André is a close second. He has of course "died" now, but since he has "died" three times before he should be able to rise again.
