Much has been written about the excesses of the "bubble years" in Japan. This could be one small example. A public restroom with a fountain in the middle and music in the background. No complaint, but it went beyond functional a little.

There were some pay-restrooms here at one point (early 90's I think), but I haven't seen any lately. And this same place probably isn't nearly so clean now. It was squeaky-clean because it was new, basically. - LHS

They're usually not so clean here either, but that was built very recently I think (at the time I took the video), which is why it's in such good shape.

For public restrooms here to be that clean they would be "pay" restrooms.
And yes there are some where you pay 5-10 Pesos a go, some of them even have specific price depending on what you're gonna do in there... O.o 一か?二か?XDD
