Afghanistan's election commission says President Hamid Karzai has received more than 50 percent of the vote, surpassing the margin needed to avoid a run-off. Tuesday's announcement comes as the country's electoral watchdog, Afghanistan's Electoral Complaints Commission, says it has found "clear and convincing evidence of fraud" in the vote, and has ordered a recount of questionable ballots.
