It did say "Teleconference follows" so they may have been letting people get connected and setup before they transmitted the video. Although I do admit they should have edited that wait out before putting it on Youtube, or at least tag it to say when the real stuff starts.
On his English, his main audience probably understands him fine.

Thanks that whoever has uploaded this video. Actually the methods that he has applied teaching this subject are substandard, you may hear useless noise in the video and especially the video starts after few minutes. How disgusting it is. He has lots of problems in his English Grammar as well as pronunciation. He might be a lecturer at some university, albeit having countless number of problems himself.
