Actually Obion never had a FD so the city of South Fulton offered to extend coverage to residents of Obion if those people agreed to pay a fee. The city of South Fulton couldn't lay and collect property taxes for this service on people living outside city limits and it's illegal for FDs to bill people on the spot for services under TN law.
What happened in Obion was a case of a guy basically not paying his property taxes and expecting free services. He got a lesson instead.

@Gammaclipper Gee, last year's "strawman" is this year's reality: This happened in Obion County, Tennessee in late September 2010. Google it.
