Edit 2/2012 sygo7g mailed me with this explanation of why there most probably was no sound to the blooper clips in the first place. Thank you very much for clearing this up.

"Some of the commenters seem to kept asking you about the sound to these clips. What they may not understand is the basic concept of filmmaking itself, namely how dailies are made and workprints are constructed. In the pre-digital days, film and sound were handled as separate tracks essentially. In filming, they could record the sound on a magnetic device separate from the camera as it rolls for the scenes. The sound is later transferred to a magnetic film roll itself and used in editing a workprint with a positive print of the camera's negatives. These workprints make up the final look of said movie or TV program.

What we're seeing here in the two videos you've uploaded are essentially edited discards from the dailies used in the workprint. These are usually scenes that were thought unimportant in the main focus of the show, usually these are extra takes of a shot or variations of a scene as often more than one take is necessary to cover in the editing process. If anything, this was an effort by someone at the studio or someone behind the scenes in preserving what little was left before the work was destroyed at the end of the day. It's a tribute to the work of these people and not meant to be taken the same way as those familiar bloopers otherwise seen with the sound included.

This collection of Star Trek TOS bloopers, unused scenes, odds and ends came to me without sound in the first place. If somebody has a copy with the original audio track or any information whether an audio track exists at all, I would be thrilled to hear from you. Because watching the raw footage without sound struck me as a bit dull, I added some hopefully passable music.
