I know this question may sound stupid. but .. Say I have the ISO file for windows CE .. could it run as a stand alone desktop ? Just curious because I was thinking something so basic would be perfect for running game emulators on, on a stand alone unit.

i think you can but it's not recommended if you do your best option is to install it on Virtual PC.

Windows CE is an embedded version of windows. It is a step above windows mobile and a step bellow Windows XP embedded. It is used for high end mobile devices and things like ATM's and point of sale devices. And yes that is an emulator.

Windows CE is meant to run on mobile type browsers such as ARM, MIPS, etc. It runs okay in emulator, but cant run on a regular x86/x64 system. If you want an os to run game emulators, etc just use an older version of windows. Ex: Many people use windows 95 to run old dos games.
