Storytellers around Epcot tell of the traditions in each country. This one was "Nowell" from Canada (and you might recognize this Santa from the Adventurers Club).
Yes, Santa is an honourary citizen of Canada, as he lives at the north pole, which cannot be claimed as a country's territory. I enjoyed meeting him every day during the holiday season while I worked at the Canadian Pavilion store.
