I just saw the movie... Forest Gump... Wow ! But Forest was more adorable than creepy. Kimura is more a creepy retard.

Maybe in real life, but TV isn't real life.
All I'm saying is Kimura has a real sense of pathos, so he doesn't come off as a threat. Though pervy, he doesn't have the brain damage to do something really bad to the girls, like touch them or hit on them. Even Kimura has boundaries, and the girls aren't passive toward him. It's impressive how hard the creator worked to keep him so skeevy without crossing the line that would turn it into a "Confidential Confessions" situation.

I'm not sure, but seeing as how Azumanga Daioh is a portrait of the life of a high school girl, I would imagine it's probably because every girl knows at least one pervy guy who seems to make everyone uncomfortable just by being there. And since it is a comedy show, of course he'd be harmless and misunderstood upon closer inspection.

If you think about it, he's never actually tried to molest any girls that we know of. He's creepifying beyond all description, sure, but he doesn't touch them or anything. He's more of a peeping tom who doesn't know enough to hide. Permanently socially inept.
