Pokemon Heart Gold - Violet City Gym Leader Falkner

Status of my team: Rattata Lv11, Pidgey Lv11, Cyndaquil Lv11, Bellsprout Lv11, Mareep Lv11

We reach Violet City Gym and encounter the first gym leader known as Falkner. He uses Flying-type Pokemon so if you have the right Pokemon, he won't be much of a threat.

He has a Level 9 Pidgey and a Level 13 Pidgeotto. If you have a Rock or Electric-type Pokemon, use them and they'll go down quick but be prepared for when they use Roost which can make the battle much tougher.

After defeating Falkner, you gain the Zephyr Badge which boosts Attack and allows use of Rock Smash outside of battle. You also gain TM51 which teaches Roost which basically for one turn heals a Flying-type of its hit points all while making it not a flying type until the next turn. One badge down, seven to go... in Johto.

the thing i dont understand is how did he get pidgeotto at lvl 13 doesnt it evolve at lvl 18?

South of Violet City is where you can get it which is at Route 31. I guess the remake has given you a sense of relief in providing me a strong electric type.
