The video is from 2009, scrake hitboxes used to be to the left of their head. If you fired at their actual head, the bow would do next to nothing. This video was actually a huge help back when I still played the early versions with this bug.
Also it's normal or hard, judging by how much money he recieves from kills.

@kalle2478 The head only explodes on a critical head shot. You can still get a head shot and not take their head off.
Normally aiming for the neck, or the chin, would do a critical head shot.
