Various possibilities here. One might be that due to the economy, people aren't buying as much as usual, so the train cars aren't needed to transport goods. It is my impression that stores aren't as well stocked as usual. Will there be shortages? To be sure, your idea is interesting, and wherever these train cars are parked is not random and deserves a very close look.

Wow, that they would leave them out where anyone could easily vandalize or destroy them...which would be illegal...and not something I condone...but it could happen quite easily :p
