I think one way you can do it is to google "NOAA long range forecast", click on the 1st entry which shows the NOAA climate prediction center, and in the blue box, you should see Monthly with the options Map and Text. If you click on Map, you will see the monthly outlook for temps and precip nationwide. Interpret what the maps says for your area and then you have the 30 day outlook

Just a question...what is an emulator and where is it available? I miss the old Local Forecasts on TWC when they were really displayed like that.
