The airplane was new. Don't know if the problem was from Boeing or China Air maintenance but a bolt that provides a safety for the slat track had come loose. When the slats were retracted the slat track forced the bolt through the slat can which opened up the fuel tank. Fortunately it did not happen while she was in the air and everyone onboard was safely evacuated.
