I have a very clever way to reduce the number of abortions that involve black couples:

1. hire black men,

2. PAY THEM.

That is gross oversimplification and twisting of the facts. the reason more black abortions happen (if true) is because many black families in US are low-income so they cannot afford a child. Also because single women are not educated enough with contraception.

The reason why more black fetuses are aborted than whites are societal and financial, not any sort of policy by PP.
