What's "Boom-Chuck" meant to be / mean?

A part that has a bass playing on the beats, and something else playing on the offbeats. It sounds like "Boom-Chuck-Boom-Chuck". It can be prominently heard at 0:31 - 0:37. It continues on in the left hand.
