Dont update your PS3,Here's a solution NO PC or software required.

Here's a solution someone made... if you understand what it is, you can actually put more servers out there to counter the 3.21 patch:

I configured BIND to point *.ps3.update.playstation.net to the same IP, and configured my lighttpd to serve a custom updatelist.txt file for all regions that tells the PS3 it's up-to-date.
In the network setting, put your primary DNS to this:
67.202.81.137
No PC or software required. It's a Web server that will redirect the ps3-updatelist.txt
