Jubility is directly related to the level of the song played.

Playing songs of lower level would result in a lower jubility, even if the player gets high score (like this case).

He is "only" a full moon probably because he is playing songs of lower level (like Level 8) recently.

To get a jubility of 9 or above you will have to get at least SSS in Level 9 or 10.

Blue Eyes is definitely capable of getting a jubility of 10.
