Big boxes have only helped Waynesboro City to grow.Our Downtown is doing better than it has since late 80's.This is because of an increase in overall city population,size and services.Sometimes in order to get a small downtown really thriving is to do a Build-out (75% or greater) of available city land and then focus on redevlopment,infill,and utilization.
