It'll light faster if you hold the wheel in for a bit longer before striking the flint. And the differences in flame height are most likely caused by differences in temperature. Not sure if you know, but butane is a liquid around 0C or 32F even if not under pressure. The lighter will not work at all in these conditions because no gas is evaporating. But if the lighter is sitting in a car that is 60C or 140F, the gas is going to evaporate very freely and the flame will be much much higher.
