  • Actually it is an honrable thing that they have done. In Jewish tradition it is customary to not leave flowers which die quickly, but rather to place a stone on a grave stone when you visit the grave. This is more permanent and also says to the world that this person has been remembered by someone else. The rock is a sign of a visitor having paid their respects to the dead person.

  • Jewish custom is that when a person comes to pay respects to a person at the grave they leave a rock to signify to all that someone was there and remembered the person,=. In this case the many tourists that pass by is why there are so many. In a regular cemetary with an unknown person you might see just a few.
