that launch pad is still being used by the shuttle and the SSWS (sound suppression water system) has not been configured for the use of the Ares rockets yet...

He likely won't back on the 3rd, he approved an additional 3 billion budget to NASA and is expected to add an additional 4 bil.
A worthwhile budget add on. And the first budget increase in 10 years

That's more or less a unchanged shuttle launch pad, including the water system. The hole where the rocket is mounted is also flooded with water, you just can't see it because of the red water bags which are installed inside the "booster hole".
