Rome grew too big to sustain it's 'empire'. Romans always were the minority, but at least when their holdings were relatively close, they had Roman citizens in the military.

As it grew larger, and there was more land secure, the Romans had to make locals the military force. Over hundreds of years, of course there will be 'disunity', but that's a result of the chaos, not the cause of it. Also, the barbarians learned to fight like Romans.
