Not at all. The Colossus costs 300M, 200G, 6S, and only has 200HP, 150 shields, and can take air-to-air attacks. That is WEAK in terms of durability-for-cost.
All you have to do to counter Colossus is use air units like Corruptors, Vikings, and Void Rays. Zerg can also use Infestors to Neural Parasite the Colossus, turning it against its masters.
I'd hardly call the Colossus overpowered. It's just lethal against tier-one units like Marines.
