@paraugs If you go to the MAXIM website, you can get the 7221 and 7219 as free samples, you just need a company or educational email adress, they wont send them to Gmail/yahoo etcetera.

A shift register will work aswell not neceasarilly in the same manner. I found the shift registers to work well but they are not specificly designed for turning on/off LEDs they are meant more for logic control.
