What an enjoyable gem of a dance routine. Of course, Fred Astaire leads his partner with his gifted precision, but give a lot of credit to Paulette Goddard (not a trained dancer) who does a great job showing the dance with her poise and footwork. Back in the 40's there were a lot of good dancing in general when the big band era teamed up with the jitterbug...although it is long gone, thanks to YouTube and your videos, we can experience it all again.
Syncopation....the name of the game for Fred. The dance movements, even in the one of Fred's minor choreographic works...are extraordinarily precise, and restrained, and controlled, and evocative, without ever being flashy. This is why Baryshnikov considered Fred to be a classical dancer.
Everytime my Budgie hears this piece he goes completely crazy and tries to sing along with the dance routine, squarking like a parrot.................

That's Hermes Pan (Fred's practice partner and choreography assistant) standing with the band on the left holding the clarinet. Just a bit of trivia.
