Hunk was military. But he wasn't UBCS he was USSF, Umbrella Special Service Force. If you listen to how he talks in RE:UC "This is war, survival is your responsiblity" and the other talks of war you can easily tell he has seen some action on the front.

The U.S.S. (Umbrella Security Service or Umbrella Secret Service) was a special Umbrella service group. They played a similar role as the UBCS. However, the U.S.S. were specialty trained mercinaries with experience in infiltration tactics while UBCS were on the most part just criminals released to fight for Umbrella. If you watch this video again, it tells of how HUNK got his start with the Umbrella Corporation and joining the U.S.S.

This story is about how HUNK got his start with the Umbrella Corporation. This is a prequel in the Resident Evil story line. Almost all mercenaries have former military training or they would'nt be hired. Glad that like the movie.
